Child sex trade plaguing US’ Oregon

Portland State University released a new study on child sex trafficking in the Pacific Northwest this week that is simply chilling.

Human trafficking is described as, "the recruitment, harboring, transporting, obtaining, or maintaining of a person by means of force, fraud or coercion, for purposes of involuntary servitude, debt bondage, slavery, or participation in the sex trade." It is a serious, under-reported issue all over the world.

In Oregon, children as young as eight years old are involved in the sex trade and the average victim is under 16 years old. Most are girls. A follow-up report by Shared Hope International points to gang involvement and suggests illegal crime organizations are one of the primary facilitators of these life-changing, sometimes life-ending crimes against children. The group's research shows that gangs are frequently involved in the sexual corruption of young children for profit.

US Attorney Amanda Marshall says 469 children in the Portland metro area "received social services for commercial sexual exploitation over the last four years." 

The study determined that:

Age: Between 2009 and 2013, 15.5 was the average age at which victims were referred to DHS or SARC. The youngest victim in the system was 8 years old, the oldest 22 years old. These age figures reflect age at first referral to a support agency, not age at which exploitation began to occur.

Gender: 96.4% of victims are female, close to 2.8% are male, and 0.9% are transgender.

Ethnicity: 40.5% of victims are Caucasian, 27.1% are African American, and 5.1% are Hispanic.

African American youth are disproportionately represented in this sample. African Americans make up 5.8% of Multnomah County‘s population (2% of the state population), yet they account for 27.1% of CSEC victims

In spite of the research, the report states, "There is currently no centralized database containing information about victims".

Many wonder why a societal woe mired in such depravity is the subject of a report from a university and a US attorney, rather than Oregon law enforcement. If the state is seeing such severity with regard to child sex crimes, it should be a top priority, one might think.

But when you begin peeling back the layers, a new image of Oregon emerges, one of an overzealous state system that seems all too eager to strip children from their parents over minor unfounded allegations. The children are removed from their homes, frequently horrified, and placed in the homes of strangers where they are out of sight and out of mind. The number of crimes that have taken place against children in this position can never be tallied, will never be fully known, because it takes place too frequently and remains wrapped in the cloak of government protection and secrecy.

It is a gut wrenching notion, and the government's role in these crimes happens all over the US and the UK for that matter. Children constantly become victims to the system reportedly there to "protect" them. But Oregon has a particularly dark past with this sort of thing.

Former Oregon Governor Neil Goldschmidt, as it turns out, was involved in a sexual relationship with his then 14-year old babysitter. This is an Oregon official, so he was never arrested or convicted for this crime in a criminal court, but he was taken to civil court and the truth of the matter did come out. I worked for the Portland ABC station when this all came to light. I covered the removal of Goldschmidt's painting from the state capitol building.

As it turns out...

The former Sheriff of Multnomah County, Bernie Guisto, used to assist the former Governor in his quests to engage in sex with children. Later, it was revealed that Guisto was having an affair with the Governor's wife.

The former head of the Department of Safety and Training Standards (DPSST), John Minnis, was caught taking a married alcoholic secretary over state lines to get her drunk and rape her; he was never charged.

The former Sheriff of Marion County, Oregon, Russ Isham, was caught having an extramarital affair in a county sheriff's car.

Recently, a high ranking prison official with the state's Department of Corrections was caught engaging in a sexual act with a subordinate.

A former top prosecutor in Oregon, Scott McCallister, was arrested for possession of child pornography and evaded prison. Today, he is a practicing attorney in Arizona.

Not one of the above-referenced individuals were arrested or convicted under Oregon law.

It seems Oregon may have much bigger problems on its hands than many officials may realize when it comes to sexual depravity and crimes against children. There are many moral people in state government trying to make a difference, yet they walk in a system of corruption that is absolutely unchecked. Oregon officials regulate themselves, they dismiss serious charges against high-ranking officials with a swipe of the hand. The system of corruption depends upon fear and greed, it empowers itself to continue.
