Where the Federal government was concerned, as we have seen, "the measure of religious liberty" was declared in all its fullness in the Northwest Ordinance of 1787, in the Federal Constitution of the same year, and in the first article of the so-called Bill of Rights, adopted at the first session of the first Congress in 1789.
